Burundi’s Active Contestation: Rwanda’s GUAN Alliance in Multipolar Era

As part of the continuity of Burundian foreign policy, particularly that linked to defense, and in this period of closure of Umuganuro, the President of Burundi, H.E. Ndayishimiye Evariste, Major General, spoke in casual attire, addressing his speech to the Barundi people. He renewed his criticism of the Rwanda of Kagame Paul, one of the allies of GUAN [1] in the Great Lakes region, for its lack of regional African brotherhood and its neo-colonist, non-pan-African positioning.

Rwanda is accused of hosting Burundian officers who participated in a failed coup attempt in Burundi on May 13, 2015. In May of the same year, GUAN attempted to change the Burundian regime. These officers, now grouped under the banner of the Red Tabara rebel movement in Rwandan territory, are considered tools of GUAN to disrupt the security of the ‘African Silk Roads’ in the region, part of a geopolitical war against the BRICS+ and SOUTH-SOUTH socio-economic development. Under the cover of the M23, which is the Red Tabara and the soldiers of the Rwandan army, executes the GUAN mission to destabilize security in the east of the DRC. In late December 2023, Red Tabara carried out a massacre in Gatumba, Burundi, where 20 citizens, including women and children, were killed.

In recent years, Burundi has sought to normalize relations with Rwanda by approaching GUAN, requesting the arrest of Burundian officers who had taken refuge in Rwanda to try them for the unsuccessful 2015 attempted military coup.
